Turns out the harder I squeezed to turn it, the less likely it was to move. With a very light touch and a quick twist, it came right off. Theres a screw there that tightens down the adjustments. Loosen that until the camera is aimed as you wish and then tighten it down and put the plastic ring back on to hide the screws.
